Cabinet approval on 14 October 2026, a 50,000 million baht ceiling

The cabinet approved the Government Housing Bank's Ban Khon La Lang PLUS loan scheme on 14 October 2026, on a proposal from the Ministry of Finance, and agreed to book it as a Public Service Account, which keeps state policy lending apart from the bank's commercial business.

The terms in the cabinet document are straightforward. The programme is capped at 50,000 million baht in total, and each borrower may take up to 3 million baht per piece of collateral over a term of up to 40 years. It is aimed at people buying a home priced at no more than 3 million baht, and the money may be used to buy land with a house or a condo unit, to build a house, to buy land and build on it, to pay for a home on state land, or to cover the equipment and facilities needed to live in it.

Applications open the day after the cabinet decision, which is 15 October 2026, and close on 30 December 2030, or sooner if the ceiling is lent out first. GH Bank may adjust that window and sets the remaining conditions, and any branch or the call centre on 0 2645 9000 can explain them.

The scheme follows two earlier ones that were lent out in full: the Happy Home loan, capped at 20,000 million baht, and the buy-and-build measure, capped at 50,000 million baht. The Ministry of Finance expects about 125,000 million baht to circulate through the economy as a result, and says the bank is running the scheme without asking the government for extra compensation.

The rate ladder for the first seven years, and after

The 2.60% headline does not last the life of the loan. The cabinet document sets out a ladder, and it comes in two cases.

Under normal income rules:

  • Years 1 to 2: fixed at 2.60% a year
  • Year 3: fixed at 3.40% a year
  • Years 4 to 5: fixed at 4.00% a year
  • Years 6 to 7: MRR minus 2.00% a year

Under relaxed income and cost of living rules:

  • Years 1 to 2: fixed at 2.80% a year
  • Year 3: fixed at 3.50% a year
  • Years 4 to 5: fixed at 4.00% a year
  • Years 6 to 7: MRR minus 2.00% a year

From year 8 to the end of the contract both cases pay the same: MRR minus 0.75% a year for ordinary retail borrowers, MRR minus 1.00% for welfare borrowers, and plain MRR on the part borrowed for fittings and facilities.

MRR is the bank's minimum retail rate, and it floats. The cabinet document records GH Bank's MRR at 6.145% a year as at 4 March 2026, so the instalment from year 6 is clearly higher than in the first two years, and it steps up again from year 8. Budgeting from the first year alone is how borrowers get caught out. Ask the bank for the instalment table for the whole contract and plan around the year 8 figure.

What a 3 million baht ceiling actually buys in Bangkok

The ceiling decides which homes the scheme fits. The figures below are live sale listings on DooAsset as at 15 October 2026.

  • All homes for sale on DooAsset 453 listings, of which 35 are priced at 3 million baht or less and only 6 at 2 million baht or less
  • The cheapest open listing is 1,420,000 baht and the top of this group sits at 2,999,000 baht
  • By type that is 32 condo units and 3 townhouses
  • The median asking price for a Bangkok condo is 8,200,000 baht across 401 listings, with the middle of the market between 5,250,000 and 15,106,500 baht

Read the two sets together and the picture is clear. Homes under the ceiling do exist, but they are a small slice of the market, and the Bangkok condo median sits several times above it. This rate works best for small units, outer suburban condos, townhouses and homes outside Bangkok rather than for inner city addresses.

On our site the sub 3 million baht stock sits in the outer districts and along the eastern stretch of the Green Line: Thung Khru, Suan Luang and Huai Khwang have 3 listings each, and Udom Suk, Punnawithi, On Nut, Bang Wa and Tao Poon have 2 each.

A checklist before you walk into a GH Bank branch

  • Check the asking price against the 3 million baht ceiling first. Above it, this scheme does not apply and you need a different loan
  • Ask which case you fall into. Normal income rules give 2.60%, relaxed rules 2.80%, and that gap stays with you for two years
  • Ask for the instalment table for the whole contract, not just the first year, and check that you can still pay in year 8, when the rate becomes MRR minus 0.75%
  • Get your income paperwork complete. Approval, not the rate, is where most applications fail
  • Pick the term carefully. A 40 year term lowers the monthly payment but raises the total interest, so pay down the principal during the cheap first two years if you can
  • The window shuts early once the 50,000 million baht is lent out, so apply early if your paperwork is ready

Frequently asked questions

Questions readers ask after this article

When does the Khon La Lang PLUS application window open and close?

Applications open the day after the cabinet decision, that is 15 October 2026, and run to 30 December 2030, or until GHB has lent out the full 50,000 million baht ceiling. The bank may adjust the window if needed.

How much can I borrow, and can I use it for a home above 3 million baht?

The limit is 3 million baht per borrower per collateral, and the stated purpose is to help people own a home priced at no more than 3 million baht. Above that ceiling you need one of the bank's other loan products instead.

How long does the 2.6 percent rate last, and what comes after?

Under normal income rules 2.60 percent a year is fixed for years 1 and 2. Year 3 is 3.40 percent, years 4 to 5 are 4.00 percent, years 6 to 7 are MRR minus 2.00 percent, and from year 8 an ordinary retail borrower pays MRR minus 0.75 percent.

What is the difference between relaxed and normal income rules?

Only the early rates differ. Relaxed income and cost of living rules charge 2.80 percent a year in years 1 to 2 and 3.50 percent in year 3, while normal rules charge 2.60 percent and 3.40 percent. From year 4 onward both cases pay the same rates.

Are there many Bangkok homes under 3 million baht?

On DooAsset as at 15 October 2026 there are 453 open sale listings, and 35 of them are priced at 3 million baht or less, made up of 32 condo units and 3 townhouses. The median Bangkok condo asking price is 8,200,000 baht.
