Short answer

The main transfer-day costs for a resale condo are a 2% transfer fee on the appraised value, a 1% mortgage registration fee on the loan if you borrow, and the seller's taxes: 3.3% specific business tax or 0.5% stamp duty, plus withholding income tax. Specific business tax and stamp duty are never both charged: it is one or the other. A seller who has owned the unit for less than 5 years usually pays specific business tax, with some exceptions, for example when their name has been on the unit's house registration for at least 1 year.

Costs people often forget

  • Unpaid common fees and the debt-free letter. Before the transfer, the seller must get a letter from the condominium's juristic person confirming that no fees are outstanding.
  • The building's sinking fund. Some buildings charge new owners a one-off contribution, so ask the juristic person in advance.
  • Bank appraisal and loan fees. If you borrow, these depend on the bank.

What to do before transfer day

  1. Agree in writing who pays each item.
  2. Get the unit's appraised value from the Land Office or the Treasury Department website so you can work out the real figures.
  3. Check with the Land Department which reductions in transfer and mortgage fees apply on your transfer date. The government announces these measures for limited periods, and they come with price conditions.
