Home and livingPublished Updated About a 5-minute read

Short answer

The Department of Disaster Prevention and Mitigation (DDPM) splits 2026 flood relief into 3 pots. Pot 1, state advance funds, covers house repairs up to 88,600 baht and rent up to 2,500 baht a month. Pot 2, cabinet resolution money, is 9,000 or 5,000 baht per household. Pot 3, catastrophe insurance, is up to 100,000 baht per house.

The 2026 floods spread far enough that the state now pays through several separate channels. On 16 October 2026 Nirat Pongsittithaworn, director-general of the Department of Disaster Prevention and Mitigation (DDPM), set out three pots of money a homeowner or a tenant can claim. Each one sits under a different rule, is filed in a different place, and they do not pay twice for the same loss. City dwellers often miss the fact that there is a clause written for high-rise buildings.

Pot 1: emergency government funds, up to 88,600 baht to repair a home

This pot runs under the Ministry of Finance regulation on emergency advance funds, 2025 edition. It is first-aid money, not full compensation. Outside Bangkok the provincial governor approves it; inside Bangkok it is the Bangkok Metropolitan Administration together with the DDPM director-general. The rates that touch housing directly are:

  • repairing a primary home, paid against real cost, capped at 88,600 baht per house
  • temporary accommodation, no more than 2,500 baht a month for up to 2 months
  • farm buildings, capped at 6,800 baht per family
  • tools of trade, capped at 13,500 baht per family
  • serious injury with 3 nights or more in hospital, 5,000 baht; permanent disability, 16,600 baht
  • funeral costs up to 35,700 baht per person, with another 35,700 baht if the person was the breadwinner

You file in person at the local authority, or at your district office if you live in Bangkok.

Pot 2: cabinet money, 9,000 baht, and 5,000 baht for condo residents

The second pot comes from a cabinet resolution covering flooding between 15 May and 30 September, across 66 provinces plus Bangkok, at flat rates by level of impact.

  • water standing under 7 days with damage to belongings: 9,000 baht per household
  • water standing 7 days or more: 9,000 baht per household
  • a house ringed by water for more than 7 days so normal life stops: 5,000 baht per household
  • living in a high-rise where water never reached the living floors but the disruption ran past 7 days: 5,000 baht per household
  • death from flooding or a mudslide: 2,000,000 baht per person for funeral costs, filed in person by the family

That fourth line is the one for city residents. A condo block the water never entered still qualifies if the streets around it were impassable for more than 7 days, at 5,000 baht per household. You can file through the Thang Rat app or walk into the district or local office.

Payments have already started. The first batch went out on 8 October 2026 to 8,219 households in 5 provinces, worth 68,003,000 baht, transferred by Government Savings Bank into PromptPay accounts linked to the national ID number. Registrations through the app had reached 1,422,167 households.

Pot 3: the national catastrophe insurance scheme, capped at 100,000 baht per house

From 1 October 2026 at 00.01 until 1 October 2027 the state is paying the premium on a policy covering roughly 30 million homes against three perils: flood, windstorm and earthquake.

  • the building itself, capped at 100,000 baht per house per event, with no limit on the number of events
  • flood or being ringed by water: 10,000 baht paid up front, then up to 90,000 baht more against real damage
  • windstorm or earthquake: 5,000 baht up front, then up to 95,000 baht more
  • death, 2,000,000 baht per person; total permanent disability, 200,000 baht per person

Cover applies to the structure and to what is fixed to it, such as sanitary ware, floor tiles, built-in joinery, doors and windows, and the electrical and water systems. Anything you can carry out, such as an air conditioner, appliances, loose furniture, a water pump or solar panels, is outside the policy. And insurance will not pay again for a loss the government money already covered.

There are four ways to file a claim: the website www.ThaiNatCat.Org, LINE OA @Thainatcat, the call centre on 0 2012 5555, or a local claim point. You then confirm your identity in the ThaiD app, and once the paperwork is complete the money lands in the PromptPay account tied to your 13-digit ID within 15 days.

Is 2,500 baht a month enough rent in Bangkok?

If your home is unliveable while it is being repaired, the emergency fund pays rent of no more than 2,500 baht a month for up to 2 months, so 5,000 baht in total. That rate is set for cheap rooms nationwide, not for the Bangkok rental market.

Median prices on DooAsset

From listings still live on DooAsset on 18 October 2026:

  • 788 condo units available to rent in Bangkok, median rent 28,500 baht a month
  • the common band runs from 20,000 to 49,000 baht a month
  • the cheapest unit on the site is 10,000 baht a month, and only 86 units rent for 15,000 baht or less
  • 1,248 listings are live across the site right now

So the temporary rent allowance is around a tenth of the median Bangkok condo rent. If you have to move out, budget for the gap yourself, or look at the lower end of the market among condos for rent in Bangkok first.

Checklist before you file

  1. Photograph the damage so the water line and the broken parts are visible, and keep every repair receipt
  2. Have your ID card and the house registration for the damaged address ready
  3. Link PromptPay to your 13-digit ID number, not to a phone number, and check the account is active
  4. Government funds are filed at the district or local office; cabinet money can also go through the Thang Rat app
  5. Insurance is a separate claim, and it will not top up what you have already been paid
  6. Watch for scam SMS. The DDPM says genuine messages carry no link, never ask for a bank account, and no payment moves you up the queue

How we check our stories

Frequently asked questions

Questions readers ask after this article

I live in a condo and water never entered my unit. Can I still claim?

Yes, if you meet the condition. The DDPM says residents of high-rise buildings where water never reached the living floors, but the area around the building was ringed by water for more than 7 days, receive 5,000 baht per household under the cabinet resolution.

How much help do I get to repair the house?

Emergency government funds pay repairs on a primary home against real cost, capped at 88,600 baht per house. If the house also falls under national catastrophe insurance, that pays 10,000 baht up front plus up to 90,000 baht more, but the two will not pay twice for the same loss.

Where do I file, and how long does it take?

Emergency funds and cabinet money are filed at the local authority, or at your district office in Bangkok; cabinet money also goes through the Thang Rat app. Insurance claims are separate. Once the paperwork is complete, money reaches your PromptPay account within 15 days.

Does the national catastrophe policy cover furniture and air conditioners?

No. The policy covers the structure and what is fixed to it, such as sanitary ware, floor tiles, built-in joinery, doors, windows and the electrical and water systems. Loose furniture, appliances, air conditioners, water pumps and solar panels fall outside it.
