# Flood repair tax break 2026: deduct 100,000 baht, borrow 2 million at 0%

Thailand's cabinet approved the 2026 flood relief and recovery package on 20 October 2026. House and condo owners can deduct what they actually spent on repairs, up to 100,000 baht, plus 30,000 baht for a vehicle, for damage between 15 May and 31 December 2026. Repair loans of up to 2 million baht start at 0 percent.

## What the cabinet approved on 20 October 2026

The cabinet met on 20 October 2026 with Prime Minister Anutin Charnvirakul in the chair, took up the 2026 flood relief and recovery measures and approved the package the Ministry of Finance had put forward. It comes in three parts: tax relief, cheap credit and a debt holiday at the state-owned banks.

For house and condo owners in Bangkok and the surrounding provinces who have just paid for repairs, two parts matter right away: the deduction for repair costs and a repair loan that starts at 0 percent a year.

## Deduct up to 100,000 baht of home and condo repairs

- **Repairs to your home** can be deducted from personal income tax at what you actually paid, up to 100,000 baht in total, covering houses, buildings and condominium units
- **Car or motorcycle repairs** can be deducted separately, up to 30,000 baht
- **The damage must have happened** between 15 May and 31 December 2026, in an area the authorities have declared
- **The fine print** follows the rules the Revenue Department issues under this resolution

Paperwork is where most people lose the benefit. The deduction is for what you actually spent, not a flat allowance, so receipts, tax invoices and contractor agreements have to be in the taxpayer's name, and photographs of the damage taken before the repairs are worth keeping alongside them. Where several things were damaged, keep the bills itemised - flooring, walls, wiring, air conditioning - and claim the total in the 2026 tax return filed in early 2027.

People in flood-hit areas also get more time. The Revenue Department has pushed filing and payment deadlines that fall between 1 September and 29 December 2026 out to 30 December 2026. The Excise Department has given businesses in those areas until 15 November 2026, and the Customs Department is waiving import duty on machinery and equipment brought in to replace flood-damaged items until 31 March 2027.

## Repair loans up to 2 million baht, starting at 0 percent

The Government Savings Bank, the Government Housing Bank and the Islamic Bank of Thailand are offering soft-term loans to repair and restore homes, up to 2 million baht per borrower, at a starting rate of 0 to 1.99 percent a year and terms as long as 40 years. For a smaller sum to replace what was ruined, the Government Savings Bank has an emergency loan of up to 50,000 baht per borrower at 0 percent for the first three months.

Note that the published rate is a range, not a single number. Each bank sets its own conditions: how many months the 0 percent lasts, whether collateral is needed, and which disaster declaration your address falls under. Ask the branch for the full repayment schedule before signing, and compare it with an ordinary home loan or a refinance, because once the promotional period ends the rate reverts to that bank's MRR benchmark.

## A debt holiday at seven state banks and a 30,000 million baht soft loan

All seven specialised financial institutions owned by the state are suspending principal and interest payments at the same time, for at least three months, alongside rate cuts and longer repayment terms set individually. Government Housing Bank borrowers who still cannot recover after the holiday can get a further debt restructuring of up to one year and six months.

Flood victims who bank with commercial lenders are covered too. The Government Savings Bank is providing a 30,000 million baht soft loan at 0.01 percent a year, channelled through financial institutions to lend on at up to 30 million baht per borrower.

The other piece worth knowing is the group home insurance policy, which covers around 30 million households for up to 100,000 baht each for events from 1 October 2026 onwards. That money is separate from the state's relief payments and can be claimed without waiting for another resolution.

## What temporary renting costs while the work is done

While the contractors finish, many families need somewhere to live. The numbers from live listings on DooAsset, as of 20 October 2026, make the budget easy to set.

- **Median condo rent across Bangkok:** 28,000 baht a month, from 839 rental listings
- **Where most of the supply sits:** 20,000 to 47,500 baht a month
- **Median condo asking price:** 7,800,000 baht, from 431 sale listings

Three- to six-month leases are rarer than twelve-month ones and owners usually ask slightly more for them, so say how long you need from the first message.

## A six-point checklist for this week

1. **Record everything before you throw it out.** Photograph and film every damaged area with the date; the evidence serves both the insurance claim and the tax deduction
2. **Collect receipts and tax invoices every time,** for materials and for labour, with the payer's name matching the person filing the return
3. **Check whether your address is in a declared disaster area,** because both the deduction and several of the loans are tied to the official declarations
4. **Call your lender before the next instalment falls due.** A debt holiday has to be requested; it does not start by itself
5. **Keep the insurance claim and the tax claim apart.** Anything already reimbursed is not an expense you bore for tax purposes
6. **If you have to move out, budget from real medians.** Use 28,000 baht a month as the anchor, then work outwards from the areas near your existing job and school

## Frequently asked questions

### How much of my flood repair bill can I deduct?

The cabinet approved on 20 October 2026 that individuals may deduct what they actually spent repairing a house, building or condominium unit from personal income tax, up to 100,000 baht, plus up to 30,000 baht for a car or motorcycle, under the rules the Revenue Department sets.

### Which period of damage qualifies for the deduction?

It covers flood damage that occurred between 15 May and 31 December 2026 in an area declared by the authorities. The amount has to be what you actually paid and has to be documented, so keep every receipt, tax invoice and photograph of the damage.

### How much can I borrow to repair a flooded home, and at what rate?

The Government Savings Bank, Government Housing Bank and Islamic Bank of Thailand lend up to 2 million baht per borrower to repair and restore a home, starting at 0 to 1.99 percent a year for terms up to 40 years. For a smaller amount, the Government Savings Bank offers an emergency loan of up to 50,000 baht at 0 percent for the first three months.

### How long can mortgage payments be suspended?

The seven state-owned specialised financial institutions are suspending principal and interest together for at least three months, with the terms depending on each bank. Government Housing Bank borrowers who still cannot recover afterwards can get up to a further one year and six months of restructuring. You have to ask your bank for it.

### Can tax filings due during the floods be late?

Yes. The Revenue Department has moved filing and payment deadlines falling between 1 September and 29 December 2026 to 30 December 2026 for qualifying taxpayers in flood-hit areas, and the Excise Department has given businesses there until 15 November 2026.
